In 2015 discussion on the new Film and Publication Amendments were brought to a head in Parliament. Since then a number of submissions have been made and the draft amendments have gone through various phases.
In 2018 Parliament voted on progressing the Draft into Legislation.
Below please find submissions from 2015 and the latest submissions and official record of the recent Parliamentary Hearings.
This Legislative change threatens to have devastating consequences for the Digital Sectors in SA including the Contact Centre Sector.
As the Management Partners of your Employer Association we believe that the only response to these Amendments is to embrace them and to present solutions that the Film and Publications Board and the Department of Communications can live with, not to oppose them.
Our solution is relatively straight forward. We want to propose a partnership that will see our Employer Association in a partnership with the relevant authorities, where we will self-govern the collective membership of the Association in rolling out a compliance framework for this regulation.
That means both a revised Code of Conduct reflecting the priorities adopted by the Parliamentary Hearings, and also the development of a Professional Designation, to be managed by the Professional Body for Compliance Officers with the opportunity for Compliance Certification in-line with the priorities of the Act, Compliance Testing by the Professional Body of the Portfolios uploaded by those Designated Compliance Officers along the same lines as those used by the Financial Control Board for Compliance Testing amongst Traders and Financial Companies
